The Government of Antigua and Barbuda, through the Ministry of Finance, Project Management Unit, is pleased to announce an open call for Expressions of Interest (EOI) from qualified contractors for The University of the West Indies (UWI) Five Islands Campus Expansion Project.

This UWI Five Islands Campus Expansion Project represents one of the most significant educational infrastructure investments in the Eastern Caribbean, supported by an US$80 million loan from the Saudi Fund for Development. The project at its completion will transform The UWI Five Islands Campus into a world-class educational hub capable of accommodating over 5,000 students.

The UWI Five Islands Campus Expansion Project will significantly enhance the campus infrastructure through the construction of modern academic facilities, student accommodation, research centers, and supporting amenities. This expansion is designed to meet growing regional demand for higher education and establish Antigua and Barbuda as a premier destination for tertiary education in the Caribbean.

Following the completion of final designs and the tendering process, construction is expected to commence in summer 2026. The project will be implemented in phases to ensure minimal disruption to current campus operations while delivering maximum impact. Contractors, Suppliers and Service providers with demonstrated experience in building and infrastructure projects are invited to complete and submit the Contractor Registration Form to express their interest in providing works or services as part of the international tendering process for this transformative project.

This Expression of Interest is not a formal offer and does not constitute a legally binding agreement. It is an invitation for contractors to register their interest and capabilities. For questions regarding the EOI process or submission requirements, interested parties should contact the Ministry of Finance, Project Management Unit at finance.pmu@ab.gov.ag or by telephone at 1-268-562-1662.
