A ceremony was held at Government House on Tuesday when the members of the Prison Visiting Committee were re-appointed to another two-year term of office.
Governor General’s Deputy, Sir Clare Roberts, who delivered the charge to the members, urged them, as reappointed members, to make their experiences bring added value to the work ahead, especially in light of the fact that they are already familiar with the sensitivities of the environment, the challenges faced by prison staff and inmates, and the importance of impartial, humane oversight.
“I suggest that you use your experience and clout to insist on a greater emphasis on rehabilitation and reintegration programs, bearing in mind that one of the main objectives of deprivation of liberty is the rehabilitation and social reintegration of the individual. In addition, these programmes will reduce recidivism.
“You may also wish to adopt regional and international best practice by promoting partnerships with public and private entities for the implementation of rehabilitation programs that facilitate the social reintegration of inmates,” he advised.
Additionally, Sir Clare told the Visiting Committee members that their ability to engage with empathy, while exercising sound judgment and discretion, is what makes the Committee effective. “I urge you to continue approaching this responsibility with the same level of dedication and integrity that warranted your reappointment,” he noted.
Sir Clare also highlighted the roles and responsibilities of the committee. These are;
– Conducting frequent and unannounced visits to the prison;
– Listening to and reporting on prisoners’ complaints;
– Periodically reviewing the character, conduct, and rehabilitation prospects of inmates;
– And submitting reports on any matter deemed worthy of attention to the Governor General.
Bishop Charlesworth Browne returns as chairman of the committee with the secretary, Victoria Dyer, and the other members, Ragji Burton, DeSilva Myers, Margaret Rose, Jacqueline Carter, Regina James and Phoebe Joseph.
