Ambassador Clarence E. Pilgrim, Permanent Secretary in the Ministry of Foreign Affairs, Trade, and Barbuda Affairs, has earned a Doctorate of Business Administration (DBA) from Universidad Católica San Antonio de Murcia (UCAM), Spain, through UniAthena.
His thesis, “Transformative Artificial Intelligence and Digital Government Innovation for Public Sector Performance Management,” explores how AI can improve transparency, efficiency, and citizen engagement in government—an area of growing importance across the Caribbean.
Ambassador Pilgrim described the milestone as deeply fulfilling. “Balancing my responsibilities with this academic journey was no small task,” he said. “But this achievement reinforces my belief in lifelong learning and the power of innovation to transform public service.”+
