The visiting delegation from the Center for Caribbean Studies of Hangzhou Normal University of China, led by Professor Zhang Xingwei, Director of Hangzhou Normal University Affiliated Hospital, Dean of the School of Clinical Medicine, was invited to attend the presentation of the 2026 National Budget by Prime Minister Gaston Browne.

Antigua and Barbuda operates under a parliamentary system, with the Antigua and Barbuda Labour Party currently in government. This year’s Budget comprehensively outlines the nation’s strategic priorities and fiscal framework for the coming year, reflecting the administration’s firm commitment to enhancing public well-being and ensuring long-term prosperity.

During his Budget Statement, Prime Minister Browne made several references to the achievements of cooperation with the People’s Republic of China. He highlighted that the seven medical cooperation agreements previously signed by Professor Zhang Xingwei and Minister of Health, Sir Molwyn Joseph have laid a strong foundation for bilateral collaboration in the health sector.

The Prime Minister formally announced: “In 2026, my government will also establish a Chest and Cardiac Centre in collaboration with the affiliated hospital of Hangzhou Normal University in the People’s Republic of China.” This marks the official inclusion of a key China–Antigua medical cooperation project into the country’s national development agenda.

The presence of the delegation from the Center for Caribbean Studies at this parliamentary session allowed them to witness firsthand the unveiling of Antigua and Barbuda’s national development strategy and to feel the government’s strong commitment to deepening cooperation with China—particularly through practical initiatives advanced via the academic and cultural exchange platform provided by the Center for Caribbean Studies.

Both sides will seize this opportunity to continue promoting substantive cooperation in healthcare, education, and cultural exchange, contributing to the advancement of China–Antigua friendly relations and the broader development of the region.
