Antigua and Barbuda national appointed as Deputy Chairman of ECSRC

An Antigua and Barbuda national is among two senior appointments announced by
the Eastern Caribbean Securities Regulatory Commission (ECSRC).
Dr. Vincent Richards will serve as Deputy Chairman to newly appointed
Chairman, Lucia Livingston-Andall.  The announcement about the new chairman
and deputy chairman was made by the ECSRC. Mrs. Lucia Livingston-Andall, a
citizen of Grenada, is a Management Professional who has held senior
management positions for over 32 years.
Commissioner Livingston-Andall graduated from the Memorial University,
Newfoundland, Canada with a Master in Business Administration (MBA) and from
the University of the West Indies with a BSc in Management. She is also a member
of the Certified General Accountants Association of Canada and the holder of a
Project Management Professional’s Certificate.
Dr. Richards is a senior partner in Richards and Associates, a consulting firm that
he founded many years ago. His academic and professional background is in
Economics and Accounting.
Commissioner Richards holds a Ph.D. and M.A. both in Economics from Cornell
University, New York. He also earned an M.A. in Economics and B.A. in
Economics and History from Carleton University, Ottawa, Canada.
He is a Practicing Member of the Institute of Chartered Accountants of the Eastern
Caribbean.
Their five-year term appointments became effective on 27 January.
The Commissioners and staff of the ECSRC Secretariat extend heartfelt
congratulations to the Chairman and Deputy Chairman in their new roles.
The ECSRC is the regulator of securities business in the Eastern Caribbean
Currency Union (ECCU). The member countries of the ECCU are Anguilla,
Antigua and Barbuda, Commonwealth of Dominica, Grenada, Montserrat, Saint

Christopher (St. Kitts) and Nevis, Saint Lucia and Saint Vincent and the
Grenadines.
The securities industry in the ECCU is governed by uniform securities legislation,
the Securities Act, 2001 and its amendments and Regulations to the Act.
The primary functions of the commission are to maintain the integrity of the
Eastern Caribbean Securities Market; protect investors, promote market efficiency,
and facilitate market development.
